The Use of Inter-States Variation in GED Passing Standards for estimating the Effect of a GED Degree on Labor Market Outcomes of High School Dropouts - A Critique

چکیده
Test scores are often employed to control for unobserved heterogeneity. Using a simple model in which the test score is the product of abilities and short-run efforts we show that test scores obtained under different payoffs do not reflect the same composition of abilities and therefore should not serve as controllers for unobserved skills. Using the Current Population Survey (March supplements) for the years 1988 through 1995 this paper shows that the difference-in-difference estimator, based on inter-state variation in GED passing standards, overstates the effect a GED diploma on the labor market outcomes of high school dropouts. Our findings suggest that results by Tyler, Murnane and Willet may reflect differences between states not taken into account by the Differences-in-Differences rather than GED treatment effect. ∗Tel-Aviv University. Who Benefits from a GED? Evidence for Females from High School and Beyond
This paper examines the labor market value of the GED for females, questioning two implicit assumptions that have been employed in earlier studies. We show that providing access to work experience may be a critical mechanism through which education credentials impart labor market value and that the labor market value of the GED credential depends on the skills with which dropouts left school. O...
متن کاملIs the GED an Effective Route to Postsecondary Education for School Dropouts?
We use data from the Texas Schools Microdata Panel (TSMP) to examine the extent to which dropouts use the GED as a route to post-secondary education. The paper develops a model pointing out the potential biases in estimating the effects of taking the “GED path” to postsecondary education. Lacking suitable instruments that would allow us to directly address potential biases, our approach is to b...

The option to obtain a General Education Development (GED) certificate changes the incentives facing high school students. This paper evaluates the effect of three different GED policy innovations on high school graduation rates. A six point decrease in the GED pass rate due to an increase in passing standards produced a 1.3 point decline in overall dropout rates. The introduction of a GED cert...

In this paper we explore the labor market returns to the General Education Development exam, or GED, using data from the Current Population Survey. We examine how the return to the GED varies between U.S. natives and the foreign-born who received their formal education outside of the U.S. We find that the foreign-schooled with a GED earn significantly higher wages than both foreign-schooled dro...
